Take objective factors to decide:

-PHP is free for users and for servers.
-ASP is not free. You need to pay for the IDE and the Server. You can user a custom IDE, but you still (or your sever)...

I've used Eclipse, NetBeans, notepad, notepad++, Zend and Dreamweaver. But I stick to PHP Designer. It simply feets all my needs. I won't code on other IDE no more! :)
