I need to go from static site to Wordpress without downtime. Suggestions?

I'm going to be migrating an existing site to Wordpress.

I was thinking what I'd need to do would be to copy the existing site to a subdirectory then do a 301 to that directory from cpanel until the blog is finished in the root directory. However, the more that I think about this, I'm pretty sure this plan is flawed.

I need to install WP, theme, plugins, update layout, and place content before I can make the new site "live."

What's the best way to go about this?

I think it's easier to set it up in a new hosting account. When it is ready, redirect your name servers to point to the new site. Then cancel your old hosting... Dave

You can leave the site up, build and test the WP site in
a subdirectory or subdomain like mydomain.com/blog
or blog.mydomain.com and then when your'e done, you
redirect to the subdirectory.

By default mydoman.com goes to mydomain.com/index.html,
but you can change this with .htaccess so when users
go to mydomain.com they go to the subdirectory, but still
see mydomain.com in the address bar.

There are probably a dozen variations of ways to do this.
In the current Cpanel I run it's drop-dead easy to do it I
think... but accessing .htaccess is hard. I guess my host
is trying to idiot proof their system.

I definitely prefer setting it up in a new hosting account and then just pointing the DNS to point to the new server/account after I've tested it.

Following Loren's suggestion, I've set up WP in a subdirectory.

I sent an email to my host's support, and they indicated that when I'm ready to make it "live" I can simply move the files then update the permalinks. They offered to help with this if I need it.

I think I remember seeing a plugin for updating permalinks, but I have a little time to find it or the specifics on how to do this manually.
