I prefer to code (HTML, CSS, whatever) by hand without using any tools as the tools often mess up the code by inserting its own useless contents.

I use dreamweaver and I don't see any problems using the said environment when I code landing pages for my website although sometimes I omit unnecessary syntax.

Take a PSD and hand code the HTML, you can use dreamweaver as metioned above. But ensure you get rid of unneccessary code added. As this makes cross browser compatability a bitch!

Use HTML and CSS. Other programs create a bunch of source-code that slow down your website (webdesign)
