    I see it differently.
    According to the adsense policy，it allows paid traffic，but the paid traffic must be high quality.That means the traffic need to give adsense advertisers conversions.
    Although PPV traffic is not the highest quality traffic，adsense does not hate it because I tested it by myself. The result is good.

    I wouldn't drive traffic directly to your adsense page. Drive the traffic to a targeted landing page within your site then when they click the link it goes to you Adsense site. I would also diversify your traffic. Genearte traffic from SEO, BING and PPV traffic.

    You can use PPV for 15 days of a month and then come back to natural this way you'll be in safe mode.
