Target specific traffic network users?

Are you talking about retargeting ? I don't think PPV networks allow re targeting but you can re target people using other retargeting networks

Not re-targetting, more of a method of stop copious amount of other affiliates stealing your commissions through affiliate networks.

At the moment this is how it works across pretty much all the PPV networks I know of:

I bid on "amazon.com" and win
User A is sent to my amazon affiliate link and a 24 hour cookie is created.
User A makes no purchase immediately.
2 hours later another traffic network user bids on "amazon.com" and wins
This happens to be User A again
User A directed to an amazon affiliate link of that bid winner which then overwrites MY cookie
User A makes a purchase on the 5th hour and the other traffic user gets the commission

My desire:

I search for a specific user on the traffic network that visits amazon.com a few times a week
I bid on this user specifically, so that when ever they go to amazon.com (say in the next 2 days (holding period)) they'll get a popup with my website/affiliate link.
They happen to make a purchase late on the first day, I get my commission
After my "holding period" has ended the user is then freed up for other affiliate's

TrafficMonsoon allows you to geo-target your business which is promoting your business to a certain location of the world (e.g. China, US, Austria, whatever) but don't know if it is what you wanted.
