With W-Fi certainly delivers best result but that might restrict your reach. It is also depended on target country. The countries like India in which most people have slow internet connections you should only choose Wi-Fi. If you are targeting US, UK or other developed countries, you can target all. Still I would recommend to try both in separate campaigns and see the result yourself and then move forward with the best.

thank you of the information. But most of the app is a free app, does it really make sense to paid advertising for promoting a free app?

      Roger what altonroot has said

Me personally I only choose to download when I have Wifi as i only have 500mb worth of internet data. However obviously people pay extra and you can now get unlimited data therefore downloading an app not using wifi wouldn't be a problem for these folk.

There really is only one way to find out what works best for you and that is to use A/B testing.

Create an ad using just Wifi, then create the same ad and change it to using both. (you can literally duplicate your ad in a simple click) See what converts best, which one produces more clicks, but then most of all which one when clicks produces a download as this is primarily the most important for you (you can all get clicks but if their not converting what's the point? - To track this look more into conversion pixel tracker by Facebook)...

Once you have analysed what works best, scale up from there!

I hope this helps my friend,
      Samuel

I would personally advice you not to limit your reach. A large percentage of mobile users do not use wifi . The scenario of limiting to wifi is hen your app is very large over 100mb . Apart from this restricting your viewers to wifi would badly damage your results.

Most of my conversions are actually coming from mobile users, both wifi and mobile data. 60 to 70 percent of my conversions are from mobile.

It will make a different, I'm not sure how much of a difference, but if you're unsure, the best thing you can do is split test to find out

I would say you would have better markating rate with wifi than with the campaign with no wifi devices.
