Split-testing philosophy

I may be missing something given I've been out of this game for a little while.

I have a Facebook advertising campaign with the goal of generating leads for a service. I've been testing my banner graphics for starters. If the results of my variations don't really matter at the end of the test, is it safe to assume either one of these two outcomes are happening?

(1) the variations don't matter for the ad or targeting setup that I have right now
(2) something else isn't working in my ad

    In my experience its almost always 1), although from time to time no difference has been the result of gremlins.

    What do you mean your variations don't really matter? How are you measuring this?

      I didn't express my question that clearly. By comparing trends in the resulting click through and lead gen rates.
