I am unclear as to what constitutes and "incentivised" offer
Does this refer to any cpa which asks for details of user and offers a free ipod or something

Can I offer my own freebies if the user fills out a form

thanks to any answers

    Incentivized offers are those that permit you (webmaster) to
    extend incentives to your leads to complete an offer, regardless
    whether it's an e-mail submission or the purchase of a product
    or service.

    You cannot (unless you're willing to risk getting kicked to the
    curb by your AM + forfeiting your earnings) extend any sort of
    gift, prize, monetary kickback or compensation for doing so,
    unless the offer is an incent.

    If in doubt, ask your AM prior to running any incent offers.

    An incentivised offer is one where you give your visitors an incentive to fill out an offer. Whether it be for a free gift, money, sweepstakes, or whatever, if they are filling out an offer where they get something from you in return, it is an incentivised offer.

    There seems to be a few networks who won't handle incent offers, I had an email from one that I'm with and they won't take any at all because of the amount of fraud that's going on.
