It depends on which PPV network you are referring to specifically. Some give you a choice and some don't.

  I go with pop ups every time, and have not even tried pop unders. I think as a general rule go with pop ups, but I for certain offers pop unders may work. Only testing will show you for sure.

  For me...it really varies by offer. Pop ups are generally across most networks not a full page display, where pop unders generally are full page behind their browser.
  
  If you have an short form offer or something like that where the call to action and other info can fit within a minimal window, pop ups are great. For long forms, etc. Pop unders are good just because the offer is "more viewable"
  
  But either way...split test it. Most of the time though, I stick with pop ups.
  But, I do have a few insurance offers that covert much better as a popunder.

I think you should put them just for a 2 week test and after tracking results see which one is better.

I definitely only use pop ups. Pop ups gets visitors attention right away. I don't like pop unders because the only time a person sees the advertisement is when they are shutting down their internet session. If someone was surfing for a couple hours they are probably tired of being on the net or they have to run real quick so they won't take the time to really look at your offer after they've already closed out everything.
