Pay Per Click Affiliate Programs?

Is there any affiliate programs out there that pay a locked amount for every unique visitor or are they all ratio based? Sure I've found a few that pay up to $1 per click but being ratio based you pretty much will never see that much for a click, it's more along the lines of a couple cents. And if you aren't converting enough sign ups they will stop paying you for clicks and switch you to sales or something.

I'm not expecting high paying PPC programs, I would just rather try promoting a link that pays 5 cents over promoting a link that you have to deal with conversions to see anything.
