Can This CPA Method Work

My friend and I are both involved in IM but neither of us have ever tried CPA. If you wouldn't mind helping us out regarding a debate we are having over the following CPA method. Is this even allowed by the networks?

Could a person set up a few computers with internet connection at a fair, well attended sporting event, or any place with good foot traffic, and promote your cpa offers on those computers? Do the cpa networks allow this type of thing? Is there any method to setting this up that it would work?

    Not sure but if it's the same ip, it might not work. How about you grab peoples e-mails to promote CPA offers? This way you build a long term list which can become future customers as well. It might be a good idea to let them know what you're promoting and use double opt in! That's all I know. Hope that helps.

    Since the leads are all coming from close regions, the CPA network might be suspicious.

    No one knows the right method until test it in different circumstances .Test it in small scale.
    I think it is better way to grab emails first and later you can send them offers.

    This would be an offer by offer basis, you would need to clarify with your AM and get it in writing so avoid any issues down the road

    This won't work at all. Yes it is allowed by the networks, ask me how I know. I set up in malls awhile back, and by the way my copy on the signs and the setup was amazing, plus I had a product that was converting ridiculously with every other form of traffic besides offline. Don't waste your time.

    It would be easier, and you would have more targeted sales/leads, if you could get local business owners to offer your CPA service/product to their customers. Much more reliable "foot traffic." But you would need to give your affiliate manager a heads-up beforehand, so there will be no surprises when the advertiser sees a bunch of conversions coming from the same IP.
