Is it safe to use the "refresh" meta-tag when redirecting the index page of a domain to your affiliate offers?

Is it safe to redirect them to a budurl or a snipr url and then redirect those to the affiliate offers?

How do you keep track of your traffic?

    so long as you have something like google analytics in place on your domain, tracking traffic will still get done

    redirecting traffic will be fine, so long as the affiliate offers have your affiliate id embedded into real url that the shortened one points to
