How do I exploit low and caped CPC price?

In my country there is an social network that has about 2mm users. They charge about 0,13$ per click for ALL campaigns and audiences. On facebook the bids are much higer.

The problem is that this is a poor country so I need free offers that does not request any CC sumbits or much english skills.

Is there any legit way (given that this is a poor country) I can make any $ here? Im thinking somekind of software downloads.

Thoughts?

    I tried running TV4ME ad which pays 30$ if someone buys for 37$. 66k exposions and 10 clicks obv no buys...

      its an EU country that has been hit w/ the crisis badly. I dont want to give out the name.
