Are you requred to have a website to get accepted in Pay Per Lead programs?

I would think you would have to have a website to get accepted by a Pay Per Lead affiliate company to get paid for simple leads. Is this true? Otherwise people could post false links, yet directing them to the advertiser's site instead, giving them bad promotion.

In general yes, you should have a website. However, Networks work with ppc marketers and email marketers all the time - some of these people may not have a site, or in the case of a PPC maybe a LP maybe not. It also really depends if are talking about co-reg type lead companies these guys are way less concerned with sites as they are with traffic and they assume that there is going a chance it is going to be brokered by the affiliate. I hope that helps a little.. ??

It is not a requirement for most of the networks .

If you persuade them that you are series in CPA business and focus on PPC for traffic generation , they will accept you .

It really depends on the types of offers you are looking to run, and how you drive traffic. Usually, without a webpage, you need to talk to an AM to get into a network and run offers.

I agree with all the other members that suggest that most CPA networks will be happy to work with you, especially the private label ones.
My suggestion: find your niche, look for the network that gives you the best commission, in many of them you can get LPs and more. Than contact the AM.

yes, you MUST have a website.... no CPA network will accept u if you don't have a website, because there're a lot of questions you'll have to answear before join the network. You can get a blogger as ur free website.
