well if it's freebies then there is change of scrubbing. best you can do is use lander and also rotate similar offer to see which 1 converts the best

You can split test between networks to see if you can find a better converting version of the campaign you are running. You could also play around with your copy and see if language changes make a positive difference to your conversion rate.

I am using adFly, getting much cheap visitor and my ROI is also better but CR is low....

4-5% conversion rate with adfly is really awesome. You couldn't ask for more because they provide one of the worst traffic in terms of quality.

But like other have mentioned above you could test same offer from other networks and see how much is your CR there.

Another suggestion would be, you can copy the same campaign to another sites just like adly.

Are you using more than one source/channel of traffic? Break it out as granular as you can and pass through a unique subID. Compare your clicks to SubID conversions and optimize to highest converting one.
