Create Flash/Image Banners

Hello,
Besides Paint/Photoshop, where can I create banners that is easy to use and free? Also is there anywhere I can create flash banners that are optimized for smaller file? I really want to create flash banners to advertise but they only allow 50kb file size at maximum and can only find a site that builds banner around 200kb and when I optimize it comes out black and white and fuzzy. Any ideas? Thanks

    You can use Macromedia Flash 8.0 as I always use this software for designing flash banners.
