Best Place To Get Active Sign Ups/CPAs?

Hi guys I'm new here. I run an app store and am looking to draw in memberships and active users, particularly on our forums. What is the best way to go about this? I notice people on places like Freelancers.com offering to get lots of members, but it looks scam-ish.

Pardon my ignorance on the subject. Who would I hire for this? A marketing specialist?

    You can hire a marketing specialist if you wish. But before doing that you can post a job on oDesk and hire good forum posters from there. you can get freelancers from India, Pakistan and Bangladesh at cheap rate.

    If you are asking to hire a freelancer who will generate conversions for you then BEWARE my friend. They are only fraudsters, nothing more then that. Simple question which I ask to any such publisher. "Why any one generate conversions for YOU instead of generating for him self ? Do you think they don't know from where you are getting these offers ?

    I'll suggest you to learn affiliate marketing and first do it your self until you'll start getting conversions. Check out this thread to get some free traffic.
