In the CPA world there is no easier program, but as newbie you can try BLAM ads with their content lock, but first you must start your own site. If you register with this network they have plenty tutorial on how to make money with their platform.

It's not the CPA network that is the tough part, it's the traffic generation...look to learn more about that.

Right now you're thinking too broad.. you need to break this up a little..

You have your traffic source (paid and free) which is how you get your visitors
You have your technique which is how you get your visitors to your cpa offers
You have your cpa offers which is how you make your money

With your traffic source, you will need to decide if you want to go the paid or free route, then from there pick a type (some examples: FREE-seo, article marketing, video marketing, etc...... PAID-ppc, ppv, social media, etc) then after you pick your type, then from there you can pick which company/agency you want to work with (google, youtube, facebook, etc)

With your technique - you need to decide on a technique that will convert your traffic to money..

With your cpa offers, you need to decide which networks to work with, from there then also decide on which niche(s) and then which offers

Chris is right, you have to think not only about joining the CPA networks, but also on how you will promote the offers. It will help you get your applications approved, because the affiliate managers will be more likely to approve you if they see that you already have a direction to follow and won't be using their network as testing labs for your CPA experiments.

Try to learn as much as possible here on this forum and on internet marketing blogs and then, based on your schedule, budget, skills, etc, try to decide on the traffic sources and strategies you will be using to run the offers. If you get organized it will help you see the whole picture and understand what's the next step.

finding the offers your willing to test and finding what cpa networks pay more for the same or related offer.

Always be testing traffic source, targets/keywords, text ads, landers, offers...
you can never fail in this business. your spending money/investing in data, info

Yes, just have a good strategy laid out when applying and if you can articulate it well, you'll be good to go!! They just don't want people who have no idea what or how they'll promote
