PPV - 2 strategies. Which one is good?

I'm confused.

1. Only high traffic sources (urls, keys) that give you 100-5000 views/day. And try to build high CTR landing pages based on these sources + rotate many offers.
2. 1000-10000 of tiny traffic urls (keys), that give about 5-10 views/day, and general landing, some rotation, a couple of offers.

Which method is the best?

p.s. I'm a seo guy. And I know that good money come from a lot of low competition long tailed keywords, so I was trying to put this method on PPV, but this involves endless testing.

    I have used 1 to make a lot of money.

    In the long run 1 is more work (IMHO) but it is well worth the ROI you see by popping on pages that are very similar to your lander.

      Off course the first method, do you know how much money will take to find out which convert and which not.

      let's take for example a small medium payout offer - 4.15$ for example.
      4.15$ X 1000 urls = 4150$.

      And when it comes to CPA, you can't even be sure this offer won't expire soon so you must breakthrough and scale up as fast as possible!

    If you can find the high views for cheap enough obviously that's the easier route, however when scaling you can often find targets that get less traffic but are dirt cheap, and they will add up

    Depends on your marketing strategy, if your lander is offer optimized then go with long tailed targets. If your lander is target optimized then you can go with high traffic targets.

    #1 first #2 after...

    #1 when start out. Since you have less URLs it is cheaper to test each URL to see what converts. See what dimager2003 said.

    #2 once you have a converting campaign, and you have optimized it so almost anything you throw at it converts. Because once its making good money you can take the time and spend money testing it.

    I would prefer to go with option number 1 .

    But , the only problem is that you are going to need , huge budget for testing , if the URLs that you are focusing are targeted to wide audience .
