Please help with my Advertising dilemma. Need Help.

Hi currently i have been going through all of the advertising networks and banner adds etc to try to make a decision. So far i have:

CPM - I have currently decided against CPM as the payout is low and every advertiser expects 3,000 CPM minimum. Even though that works out to about 100CPM per day i think i am just a little of the amount needed.

CPC - Currently i have tested Google adsense for 2 weeks on my website through 1 top banner add and 1 small side banner add. Over that 2 week period i received 2 clicks, one through google translater which i assume was a mistake on the persons part. Now theoretically if i could target the adds better, the adds maybe affective. However, for starters 99% of the adds are not focused towards my target audience and from what i can get i can only block a certain volume of advertisers.

CPA - through the failures in Google adsense i decided to try commission junction. However, even though the adds are more better by miles, for my target audience, i can not live on an assumption that someone may sooner or later buy a product. From what i understand commission junction is only really successful with text based product marketing, rather than providing banner adds.

I have thought about combining the two (e.g using google add banners and commission junction banners on a rotation basses together and making the couple of key target commission junction adds sticky). However, i dont know whether this is aloud under either advertisers agreement. So please inform me if its not.

So anyway to cut a long story short i am just wondering if anyone knows any good CPC networks and what is the best for my target audience. Target audience in reference to Asian focused, but not Asian focused adds more things like travel adds, flight deals, teach abroad etc rather than Mature dating like what often comes up in Google adsense. Secondly whether people have the same issues with the CPC and CPA networks and how they act in order to make these affective on the website and towards their target audience (this is mainly in reference to CPA banner advertisments). So any help, tips, advertising networks or suggestion welcome.
