Getting A Website For CPA Network Approval?

I have recently been acceped into both maxbounty and peerfly, sarted promoting their offers through PPC and decided i wish to expand my choice of offers by appying to pretty much every decent sounding CPA network i can find.
However the majority asks for a website as a mandatory field when flling out an application. Some even go as far as to ask for links to these sites and tracking code from the search engine i am partnered with :/
I would not care o much but most of these networks seem to be rated in the top 20 on a few surveys.. im looking at this one

so im looking to get in as many of these as possible and then some.
What kind of website will i need in order to be approved? is there any way to be pproved to these networks without a website? obviously if i havent been approved yet what sort of content would they be looking to see on my site?
