How GPT sites are profitable where all leads are not tracked?

Dear friends,
I noticed that CPA networks don't track all the legit leads according to my experience.I mean conversation.So if GPT sites need to pay their members cash/points for every legit conversation,how do they make profit if CPA networks don't pay equally?

    They just make sure they pay less, and use good offers.

    And a lot of time it is the offer not tracking leads, not the CPA networks.

    Some reasons offers scrub leads:

    - The company already has the lead from another one of their submits.
    - The lead is their do not contact list.
    - The lead's info seems to have some fake data in it. Maybe faulty address ect.

    You only pay for leads that get paid. If the lead doesn't get paid for, the balance that user has doesn't go up.

    If the leads are valid, conversions will happen and the network automatically credits the GPT site owner's account which automatically credits the members' accounts who did the offers. Those credits won't/can't happen unless the site owner is going to be paid for the leads so they don't pay their members unless they're getting paid. The GPT site owner is able to see this in their reports on the network's site. If the site owner isn't getting paid for a lead it won't have credited to the member.
