This is actually a topic that's been covered quite a bit on the forum already. Milker provides a pretty good starting point for you to get an idea of the benefits of each strategy. Both methods have their merits. Depends on your goals.

You should always split test, and also split between several landing pages as well

Building a list and then sending CPA offers along the way is the best option IMO.
