    What type of paid advertising are you looking to learn? If you're not sure yet, I recommend you to start with social PPC (FB & PoF). Get one or 2 good courses to teach you the basics and then get started with international lead gen offers. You won't make money with your first campaign, but don't give up, spot your mistakes and try again and you will turn a positive ROI.

    I've heard everywhere that the easiest place to learn paid traffic (or at least get started in paid traffic) is, like mentioned above, Facebook and plenty of fish.

    And it's also good at teaching you how to target demographics, and that will be important when you want to move into bigger buys like media buying.

    I'd recommend you to start with CPC/PPC basis, but the main requirements are proper ad network (and proper ad manager). There are a lot of shady networks around now, but if you're a small publisher, beginner, you need to take what you can. So, choose ad manager (like OpenX, Adzerk, Epom) and then choose network (or find direct advertisers if it's possible for you).
    More on networks: buysellads could be ok solution, as well as Epom market, because they're interested even in small publishers.

    Here is my opinion: Decide what type of paid traffic you want to start with and then do it. Take the money you are willing to spend on a paid course and use it to buy traffic. There si a ton of info here to be had for free to get you started. The real teacher is experience! I wish you the very best...

    Tons of places to learn paid advertising. WSOs for one. But it's best if you get yourself a mentor so you dont blow through your budget and find out what actually works in this game.
