Need guidance on popover / overlay ad network for new site
I own a new website selling SEO services and I need some suggestions on how to get the most customers. Some of my competition has seen excellent results by using an overlay / popover technique. Which companies do you recommend for this? And which ad networks do you suggest?
Or if you have a different advertising method that has been proven to work better, please let me know!

Note: You might wonder if I am an SEO company, why can't I be on the top of google? Well we are working on that, but it takes a lot of time. And my competition isn't even ranked at all! They ONLY use advertising. Please suggest some PROVEN ad networks that can help make sales?
