Best CPA program / network for worldwide mobile site

I am running a news site which has around 2000 daily visitors who access through mobile devices. My target is to maximize my revenue. One problem is the readers does not belong to single country but many.

I am looking for a CPA affiliate program that will attract mobile (Android/iPhone/Ipad) visitors and will yield better conversion and so revenue.

I tried mobpartner but it did not go well. Also it takes too much time to setup country specific campaigns. It sometimes requires 100 campaigns (each for each countries) for a single product. Even if I have done it, suddenly they pause a campaign and all my effort go in waste. It does not make sense to work so much too because the conversion is too low compared to Adsense Revenue.

Can you suggest some network / affiliate program where a single campaign/banner will work for all countries and products are relevant to mobile visitors?

    Did you use pools at mobparter?

    Shouldn't really be a problem if one campaign is paused.

    I wouldn't put adsense on mobile site as google isn't keen.

      I did not do it but now added all the campaigns under a pool. I have no idea why the pool is made for. But still it has a very low conversion compared to Google. I am using Google at other locations. May be my audience does not match with MobPartners apps. My readers - daily newsreaders in the age group of 30 to 60.
