White Label Ad Network Maybe?

I am working on a business where I will be creating a type of video ad for clients. Then, I would essentially have access to my own white labeled ad network and be able to take the ad we create for them and provide them the benefit of it being run as an ad if they wish. Of course, we would receive a portion of the per click or per impression revenue as part of the business model.

So, suggestions here?

A. I have used Adwords for eons, but have never been on this side of it. Do people somehow use Adwords in this manner? I did see this AdWords and PPC Reporting Software for Agencies | NinjaCatPPC.com which appears to make adwords reporting look generic, so I suppose there is a way to do it. I guess in that case, the company managing the account is charging the client more? Maybe a management fee in that case?

B. Is there a "wholesale" version of adwords or something along those lines? Or are there other highly recommended White Label ad networks out there that anyone has had experience with?

It will be important that whichever network we use, they are good with local ads as this will be a local focused business.
