    If you mean "how can you measure CTR" then Google Analytics

    If you mean how to improve CTR then one simple tool is "Notepad" or Text Editor" and an ability to write content and words to influence people to take action.

    I use Google Analytics to see how users are navigating my site, which pages they go to next, and which pages users drop off from.

    If you go to "Behavior" in Google Analytics, you can select "Behavior Flow' and this will show you how many users dropped off and how many users continued on to the other pages of your site. This can help greatly with determining whether you have a broken page, need to modify the page, or try to direct users elsewhere to avoid losing them altogether.
