Need help with evaluating backlinks

I have a question about evaluating backlinks. Which one is better in your opinion?
  1. Backlink from a site with high DR and a lot of traffic but with many external backlinks to your competitors
  2. Backlink from a site with low DR and less traffic but with very few or no backlinks to your competitors

None of the info you provided matters.

You did not provide the important info: the info regarding the page your backlink is going to be coming from.

    What's DR?

I wouldn't do either. I would naturally build your links and not worry about what rank or competitors are attached to the site. Google will recognize you didn't buy the links and rank you accordingly. They are experts at backlinks spam.

As your site becomes more relevant, people will flock to your site and leave links to your sites with all kinds of different rankings. Google will recognize that as well. So if people will link to your site with low rankings without your knowledge, then why would Google penalize you for it if you do the same thing?

I do not think Google will penalize you for linking with a site relevant to your niche. If it is a spammy site or just there for link building than google will recognize it and penalize you for it but I doubt they will penalize you for a low-ranking site, you like and happen to leave a backlink on via comment or guest post. it could be an up-and-coming site.

Once you're able to leave backlinks for high-ranking site most likely your online reputation is reputable allowing you to consistently leave backlinks to high-ranking sites because that is what level your site is on now.

Your just getting confused with leaving backlinks for the purpose of leaving backlinks which I wouldn't do. Naturally build them and don't worry about the rank or traffic or competition.
