Ensure your service is something that people are actually interested
    in and require.

Then you need to learn how to drive traffic to your site not just rely
on keywords, continue to add more content and also do additional
    promotional efforts for your business.

You can't just put up a single site and wait for clicks and business
    to fall into your lap.

A low click-through rate usually signals that the title and description of your pages haven't sparked the user's interest, leading them to choose those of your competitors instead.
What I would do is focus on the profile of those who have visited your site. Integrating an IP to geolocation API would be enough to get the visitor's data.

Perhaps your pages are not targeting the right audience, and those who have visited your pages did so by chance. What I mean is that an analysis of these visitors, and adjusting the content based on the information obtained, would influence search engines to display your site to the appropriate audience, specifically those searching for your services, which would also increase the click-through rate.

I dont think the CTR(click thrue rate) depends on how well your content is 'seo' organized. I mean, you could rank top 3 in google on some specific keywords, but still not get any clicks on your CTA (call to action) buttons. One problem could be that you keywords are not targeted into your content, i mean when people search for 'pizza' and ending up on website where 'lazania' is sold not gonna convert. Do you understand what I mean?

I have the same issues for some keywords. I think it comes down to the META title and description being lackluster.
