You have done nothing to feel bad about.
All you did was right and propper.

1. You went to the store.
2. You paid for the goods.
3. The goods weren't delivered so you asked for a refund.
4. You waited patiently, but the refund didn't materialise.
5. You applied pressure to recieve back what was yours initially.

In my opinion, you should be passing the details of this warrior onto Mary Murtha's name and shame wall.

BUT,there is a need for others to see how easy it is to loose money also.

You have done nothing detremental to this person, they have brought their own downfall to themself, by their own actions.

Here's the moneymaking bit folks.

Always research your outsourcer, ask for testimonials from existing clients, ask these people who have supplied testimonals what their true oppionion is.
Do a google search of the person, company, then repeat the same search with "person/company +complaints" see what that throws up.

Never ever pay in full. 50% max up front, and 50% when completed.

And as most here would recommend. "Only do business with those you know and trust".

Jean, never, ever feel sorry for someonelses inadequacies. You've worked hard for your money, why should they have it for free.
