We always set up conversions as the event but we set up custom audiences for time on site, add to cart, number of pages viewed (and other things) and then break those audiences out into their own ad groups. Facebook advertising is all about building smaller and smaller audiences from those initial bigger audiences. You should set up custom audiences for all three and then monitor how each converts, raising your daily budget for the audiences that convert well and lowering the daily spend (if not completely eliminating it) for the audiences that do not convert.
