Is linking payoneer master card with paypal account reliable ?

I am from Nepal where there is no paypal facility.
But I want paypal account.
I have payoneer master card but I doubt whether linking payoneer master card and paypal account is reliable and longlasting or not ?

Is there any other alternatives to get paypal account ?

    Many online merchant can make automatic charge from your paypal account with no verification need, and the Paypal can deduct directl from your card. Payoneer is a debit card, so if there is no money in it, the seller cannot make transaction, it's completely different from credit card. So, i think it is safe.
