How To Drop Retargeting Cookies On Users in Clicks?

I'm running some affiliate offers where the advertiser is not able to place retargeting pixels on the landing pages. Are there any alterantives? Any way/service where I can drop cookies on users by possibly using a redirect link? I'm also not looking to slow down the load time by using a redirect and I'm also looking to do this on a large scale. Thanks!

    I use a metarefrech redirect and think there is no other way if you can not place the code on the lander. Look for people who work a lot with CPA offers, maybe there is a way...
