Because policing special offers would be a nightmare. Quality and effectiveness are subjective terms. Not to mention the fact that most money making systems take work on the part of the buyer. How could you ever be sure that the problem of generating income lies at the feet of the product creator or the product implementer (the buyer)?

You would sell it for cheap if you knew that you were going to make a whole lot of money on the back end. Marketers offer loss leaders because they know that having a paying customer on their list is worth X amount of money over the life of the customer. If you kept track of such things, and knew that the lifetime value of a customer was $300 on average . . . would you sell him something for $1 to make him your customer? (Yea, that's an extreme example to prove a point)

It's not the $1 or $19 that these marketers are after. This is just the HOOK. Once you bite, they know they can sell you higher priced products later on down the road. The $1 or $19 offer could be a way to weed out people aren't willing to pay for anything.

Maybe they are following the Amazon or Barnes & Noble model where they have thousands of products about getting rich, getting beautiful, retiring early, getting skinny, or getting sex easier than ever before if you buy their books?

Nothing is ever going to make 100% sense to you Online. Marketing is marketing. In the physical world or the virtual world. Just focus on what works for you. And forget everything else.

PROFITS. Plain and simple. That's my take ...
After all, it's $20 to post it, and $19.95 to bump it, and $200 for sticky WSOs; and
I have at the moment no reason to doubt that financial gain for WF owners is probably what's keeping those "info products" in the WSO section (it's their place, so they probably do what they can just to hit their targets); and

I think they're just trying to protect their interests by saying it's impossible to determine the value of these "info products" for the buyer, and here's my reason why:

Yes, it may be impossible to determine the value of pieces of information packaged as a WSO for the buyer, BUT --

Why not just disallow information products to be sold in the WSO section;
Only accept in the WSO section tools and services with a clear set of pre-determined outputs, as advertised, for the buyer; and
Just allow members to pimp their "info products" in their sigs?

Google and even smaller advertising networks do a better job in doing this ...
They just don't allow certain things to be advertised in their networks, and that's it ...
Clear. Simple. It works most of the time ...

Frankly, I think if those "info products" are being used by its developers as loss leaders, THEN --

That probably means many of those developers just want to sell more "info products" to the same buyers; and

Many of these developers pimp "info products" that teach others how to sell "info products" to others that teach others to do the same thing and so on, anyway ...
