So ended up purchasing this IM course for $170 and paid the money via Paypal but the seller says the money is on hold and I feel I have been scammed after doing a bit of research on the seller

What do you think if I do not confirm the receipt the money will get refunded to me or what?

Why aren't you asking paypal? There are multiple pages on paypal explaining why there would be a 'hold' or delay on payment..found with a simple google search.

The time to research a seller is before you buy. If you claim 'did not receive the product' and the seller can show a receipt or a download...your paypal acct could be 'limited'. ASK paypal what the reason is for the 'hold' - and be honest with paypal about the issue.

You should ask Paypal customer support, as they will better assist you regarding this matter rather than asking on a forum. However, I have experienced such incident previously and upon contacting Paypal they returned my money.

First off, try contacting the seller directly and if no luck do a PayPal claim and be honest and give them as much information. If you win your claim you will get your money back.

Bad advice. The OP does not say whether or not he DID receive or download the product....only asked what happens if he refuses to SAY it was received.

The money will be removed from hold when the receipt is acknowledged. If the OP says 'not received' paypal may refund the money. Or the seller might have proof of receipt or download and the OP might find HIS paypal acct limited.

My advice stands - do NOT tell paypal anything except the truth.

I did not receive the product as of yet and considering the payment is still on hold I do not want to accept the receipt so I just let it be as it is so that I receive a refund right?

A bar of iron cost $5. Made into horseshoes, it's worth $12. Made into needles, it's worth $3500. Made into balance springs for watches, it's worth $300,000. Your value is determined by what you are able to make of yourself

I have just started using Paypal

How would you confirm receipt without receiving the product? You'd need to ask paypal about that.

If you do anything out of the ordinary with a new paypal acct - you may find that acct limited. No one on this forum can predict what Paypal will do with YOUR acct - no matter what they post about it here.

Is the 'hold' is BECAUSE your paypal acct is new? Depending on the payment method you listed with paypal (credit card or bank acct) PP may be waiting for your funds to clear before removing the 'hold'.

MY advice is to leave it alone and let paypal process the payment. But it's your paypal acct so up to you.

It is possible that it is a scam, however, PayPal does hold funds for up to 21 days, or until the customer confirms the purchase. You may want to issue a refund though...

He's the buyer - how would he do that? You don't know why the funds are on hold and neither does anyone here. The OP needs to talk to paypal.
