  That would almost require access to their logs.
  
  I would be more curious about where they get the backlinks, how many backlinks, what types of links (Government-Education),the number of search clicks they are likely getting from Google, etc.
  
  Those are the statistics you need to unseat them from being ahead of you in the search engines.
  
  Knowing what keywords they are using should be quite simple, review their site, look at the headlines and the first paragraphs, and create your list.
  
  After you know the keywords, you can setup rank tracker in Market Samurai to track changes in their link numbers, and position, in comparison to yourself.
  
  Create a plan to have more links, with better quality, and possibly using some of the same sources as them. At that point it becomes a numbers game.

  YES, I personally am not HUGE on spying on competition. Thats work best for me, but lately there are some areas is tougher to compete in, so I have been using there tools to findout whats going on with my competitors.

Alexa has really improved over the years. I use them a lot to look at keywords of competitors. Compete is good too but too much emphasis on paying.

  I found that it is accurate as well for traffic sources, oh oh. Best way to tell this compare your owns stats to what they say

  Spyfu.com is very good for getting the keywords and the ads they use on adwords.
  
  But Compete | Compete may be more what you are looking for if you want to spy on the complete marketing strategy of your competitor.

It seems simple, but I have Google Alerts set up for my competitors. That gives me enough information about their affiliates and link building activities to position myself accordingly.

My biggest competitor just made it a whole lot easier. They made a very long video about their company and processes and posted on youtube, including a tour of their office and warehouse.
