CPL program for list building?

As one of the list building tactics I'm going to use for my new Forex site, I was considering a CPL affiliate program.

Has anyone else tried this for newsletter only sites?

It seems that most sites that use CPL pay out $5-20 and have a low conversion rate due to the amount of information required from a qualified lead. I was thinking offering something like $0.40 per lead from a standard name/email landing page that converts currently at about 55%.

        My guess is that you will get bombarded with junk. The only way to combat it would be to make your opt in double opt in and only pay if they verify. If you do this I doubt that affiliates will bother to write scripts to verify for $0.40. The problem with double opt in is that it will cut your leads significantly but at least the ones you get should be good.

          I use Aweber on this project, so double opt-in only for me. But I have been getting a better than 85% confirmation rate.
