  It only applies to new domain names, not renewals or transfers, you need to pay by credit card and you can only use it once per your personal account. Those are Godaddy.com's general rules regarding the .99 promo codes

  Usually only a certain number (5,000 or 7,5000) of .99 promo codes can be used before they expire and they usually don't last long, 2-3 days. So if your interested in getting a domain name, I wouldn't wait long if you want to use the .99 promo code.

  You'll get the normal rate for the subsequent years, however, if you find companies you can also get a discount on renewals as well. Unlikely to be for a dollar though.
