High competition - low bids?

I got a quick question for everyone, that doesn't quite compute in my little brain...
I was doing some checking into a niche, and found a common phrase, with extremly high competition (acording to google keyword tool), the phrase has over 500,000 sites in google and yahoo, but the epc, is $0.08 ?
Any idea how that could happen? I thought the more sites, the more competition then the higher the epc.
Just a fluke? or am I missing something totally obvious? both are extremly possible I guess.
