is alertpay safe?

I hired someone for a designer job and they are requesting that i set up an account with "alertpay" because his country doesn't allow him paypal.

is this safe?

    My graphics designer and article writers all take Alertpay. For some reason they can't accept Paypal. I've been paying them for several months and have not had a problem.

    I've been paid via Alertpay and never had a problem.

    They're a Canadian company, in case you're curious...
