Looks like it is for the big boys only. Here are a few mentions from the Kindle DTP forum:

A number of Indie authors, myself included, have requested the ability to establish pre-orders. Amazon has refused, and I can understand their reasons, but I dislike their new policy of rubbing our noses in it.

I was just on the UK site, and in the Best Seller area, they have a new category for 'HOT FUTURE RELEASES'. Many books already have Amazon ratings associated with them, which means they are available on the US site, so this is simply a way to help the big mainstream houses hawk their offerings before the books are released on the UK market.

I too, have requested this and been denied. I understand the reasoning, but Ann is right. There should be a tiered system in the new KDP to allow professional self pubbers access to such benefits. It could be invitation only, even, to separate out the hobbyists.
