Better use of Multi-IP hosting

I'm considering getting a multi-IP hosting account. Here's the situations:

I recently found a little gold mine of exact match domains in a very similar nice (I have about 15), and I've been thinking to build a little network of them to completely take over as many of the top spots there as I can. I figure that the links which could bridge between these sites would be something akin to authority links because they're coming from different IPs, and would be on sites with the same general topic and information.

Of course, I also have a small collection of ten domains that I purchased about three weeks ago that already have PR and plenty of links. Right now they've just a little holding page set up, but it wouldn't be too much work to set up a little blog network that would be made for a very wide topic (i.e. "entertainment" or "health"), and then I have a nice place where I can build links for a lot of sites.

So my question is, which do you think would be a better use of a 15-20 IP hosting account, a niche-specific "linkwheel" setup or a tiny little version of my own Linkvana?

I guess I'm not sure what the difference between a "linkwheel" and Linvana is, seems like the same thing to me. Either way, I think you need to be careful about interlinking your sites too much. Sure, since you have different Class C IP hosting you can technically "get away" with interlinking your sites some. But I think you should keep it at a minimum. I would only link the relevant sites and NOT all of them. Doing so really just defeats the purpose of keeping a small footprint in Googles eyes. The last think you want is for Google to discover and deindex your network of sites. Just my thoughts.
