Tips on improving Twitter?

Hey guy`s I want to clean up my twitter account a little.. I would like to have a more targeted and audience and well people who are going to listen to me and maybe once in a while RT some of my humorous tweets.. It seems like my following doesn't like to participate when I ask questions and things any one have some tips on how to improve them, or the chances for them to talk to me more?

    Do searches on Twitter of categories that interest you and find related members that have lots of followers. Follow them, usually their followers will follow you back. That way your Twitter audience will be more targeted.
