  That is a plug-in:
  WordPress › WP-PostRatings « WordPress Plugins
  
  You can find out the plug-in name if you have the Chrome Browser, by right clicking on part you are curious about, inspecting the element, and finding the name of the plug-in within the link.

Right-click on the page you want to find out theme and select View Page Source. A new window will appear with the source code of that page. If it is a Wordpress site you will see in the first few lines where it will say: "http://sitename.com/wp-content/themes/theme name/"

Usually the theme name will be there but some people like to try and hide it by renaming it. The next best way to find out is through the CSS file associated with the source code which you can find by looking for a piece of code like this "http://sitename.com/wp-content/themes/theme name/style.css"
Click on that link and the CSS will appear. You can then find the full theme details in the first lines of the CSS including name, version, URL etc.
