Question about affilliate program setup

I have a service that I am trying to launch and would like to pay affilliates based on visitors who sign up for one of our free online workshops. The service is a priceline like service whereby we negotiate certain cost of attending a College/Univeristy in the US.

There are certain qualification to register for one of our free online workshops. I am sure we cannot enforce the quality of the registrants particularly when affilliates are being compensated for a free unique first time registration.

Anyone have any ideas on how I can implement an affilliate program to accomplish this?

Any ideas on any affilliate managers who can implement or manage this type of an offering?

Any replies will be greatly appreciated.
