Creating a list: Basic Questions

Hi in order to build a list from scratch, I am going to give away a good quality PLR magazine and I want to give it to local companies. I know they will find it interesting and of benefit so here are my questions:

Is it ok to contact local companies I find in the yellow pages once via email and offer them the magazine? If they opt-in, great, and if they don't never bother them again. Is this considered spam or is it ok?

If its ok to do this, should I sent email from my own account or should I use some service to send the emails and if so, which one?

Sorry, complete newbie to this kind of thing although I have used Mail Chimp casually before but I just got the occasional person signing up when they 'stumbled' upon my site. Need to take it to the next level!

    If you make the email personal I wouldn't consider it spam. Make the first paragraph speak to the person you are sending it to.
    Business owners get emails like this everyday, so make sure your subject line tells just enough to evoke curiosity for them to open. But also remember that if the subject line doesn't tell the reader enough he will never open it.

    Create a post in Craigslist's for sale section under "business for sale" category there you can precisely target business people, you can get a better personal response there.

    Business owners offline aren't HOT prospects. You want someone who reads your ad, responds, and then get them to subscribe to your email newsletter or come to your site.

    Contacting companies "cold" will become frustrating due to the lack of sales you would be getting.

    Instead of being local try to get online.The conversion ratio would be higher with less efforts.

    Great responses and they help a lot. I guess technically its an unsolicited email but I'm grateful for Great Ball's response... I think if it's
    a) personal
    b) interesting and relevant and most importantly a
    c) strict one time contact to that business

    then it most likely will not be annoying and hopefully will have a good take-up... it's a close-knit community I live in.

    Big question: Do I send it from my own email account? I guess so

    This will be an offline and online business.

    Will keep your advice in mind Randall and Nexstair. Not sure if Craigslist is used in our area a lot but might be good for the broader field Gama

    Ps, personally I only add a rule to my spam filter when people email me two or three times or more and they are "harping on"
