Can I use articles from a deleted blog?

Let's say, I used to have a blog with 43 articles. If I delete that blog and save those articles, can I use those articles on my new blog?

    I personally would, I guess...

It's your content and it is now no longer anywhere else on the web!

Yes (as long as you own the legal rights, obviously, but you must, presumably, to have published them in the first place?).

If the articles are owned by you, you can republish them at a new blog. This is no problem. Other word, you move the content to new website/ blog.

Do you think there might be any penalties for the new site using the old articles?

No. There wouldn't be penalties, even if the old site still existed as well. Even then, it would only be "syndicated content", not "duplicate content". But the reality is that it will be indexed by Google in the normal way. Typically, it won't take long at all for the content indexations of the former site to be removed. There's nothing to worry about, here, on the SEO front.
