Looking for a backlink notification tool

Is there a tool or system that allows you to import a list of backlinks and once the backlinks within the list become active, the tool or system will notify you via email?

      Does google alert look at html code within an anchor text or just the anchor text?

        I believe they just look at the anchored text..
