You mean something you insert any image into and then it will spit out the image on to a webpage, by placing the image inside of html?

You can hire a coder to do that for ya............... for like 5 bucks on fivver for sure....

Any tool that does this type of task automatically will never produce as good results as a proper coder will do for you. Just search psd to html and there are plenty of coders out there to do with type of image to html coding for you.

Definitely you need a coder for this work .Try Odesk or Elance
